Reading your bill
How do I read a net-metering bill?
Find the four meter registers: import off-peak, import peak, export off-peak and export peak. Imports minus exports in each band give net units. Net units (plus any carried-forward units at settlement) are priced to make the cost of electricity, then the fixed charge and taxes are added. CR after an amount means credit.

Import units are electricity you took from the grid, mostly at night and in the evening. Export units are surplus solar your panels sent to the grid in the day. The green (bidirectional) meter records both, split into peak and off-peak.

They are the four registers in the net-metering QR code: import off-peak, import peak, export off-peak and export peak, in kWh (units).

You exported more than you imported in that band. Negative net units are credited, not charged.

Credit. An amount ending in CR is owed to you and is adjusted against future bills. There is nothing to pay on a bill that ends in CR.

Cost of electricity: net units priced at the peak rate and the off-peak or buyback rate, before the fixed charge and taxes. In a settlement month it covers the whole cycle.

Billed units are net units: imports minus exports across both bands. A home that imported 1,198 units and exported 919 shows 279 billed units.

One is a payment QR for banking apps, with the DISCO, your consumer ID, reference number, bill month and due date. The other, on net-metering bills, holds the four registers, net units, month count, carried-forward units and the bill components.

A-1 is the domestic tariff, b is the time-of-use (peak/off-peak) version for loads of 5 kW and above, and T indicates a three-phase connection.

Maximum demand indicator: the highest load in kW your connection drew during the month. For time-of-use consumers it can set the fixed charge, if it is above half your sanctioned load.

Why did I get a bill when I exported more units than I imported?
Peak and off-peak are netted separately. Exports are almost all off-peak and a surplus is bought back at Rs 25.32, while evening imports are charged at the peak rate of Rs 46.85. The fixed charge, adjustments and taxes are added regardless. A unit surplus can still be a rupee bill.

Under net metering, peak exports are netted only against peak imports, and off-peak only against off-peak. Panels export almost nothing in the evening peak, so peak imports are billed in full.

Shorter days, smog and a low sun cut exports, while peak hours start earlier (5 PM). Credit built up in summer is drawn down.

That is the settlement month (MONTH COUNT 3/3). Peak units carried from the previous two months are priced all at once.

NEPRA introduced fixed charges per kW from February 2026 (Rs 675/kW for time-of-use connections), and quarterly and fuel adjustments also change from month to month.

Yes, if it moves daytime solar into the evening peak, replacing the most expensive units on the bill. Whether it pays back depends on its cost per usable kWh over its lifetime.

What are peak hours in Pakistan?
A four-hour evening window on PITC DISCOs: 5–9 PM in December to February, 6–10 PM in March to May, 7–11 PM in June to August, and 6–10 PM in September to November.

In October and November, 6 PM to 10 PM. From December to February, 5 PM to 9 PM.

Rs 46.85 peak and Rs 34.53 off-peak for domestic time-of-use consumers, before adjustments and tax.

For a solar home with daytime surplus, about Rs 25 per unit moved into daylight after tax; avoiding a peak unit altogether saves about Rs 55.

How is a net-metering bill calculated?
Net units per band, plus carried-forward units at settlement; peak units × peak rate and off-peak units × off-peak rate (or the buyback rate if a surplus); plus the fixed charge; plus GST at 18% (and electricity duty if still shown). Arrears or credit are then applied.

Rs 25.32 per unit for pre-February 2026 agreements (national average power purchase price). New net-billing prosumers get Rs 8.13 (national average energy purchase price), often reported as Rs 10–11.

Time-of-use consumers pay Rs 675 per kW per month on the higher of half the sanctioned load or the MDI. A 5 kW connection pays at least Rs 1,687.50, plus GST. Other domestic consumers pay Rs 200–675 per kW on their sanctioned load, depending on usage.

Fuel price adjustment: the difference between actual and reference fuel cost for a month, billed per unit two months later. The July 2026 adjustment was +Rs 2.06 per unit in September bills.

Quarterly tariff adjustment, decided by NEPRA each quarter and spread over three months of bills. September to November 2026 is +Rs 0.52 per unit.

A February 2025 Federal Tax Ombudsman order told DISCOs to charge 18% GST on the gross value of imported units. Application varies; many bills still show GST on the net amount.

Not for most domestic consumers since 1 July 2025, when provinces were asked to stop collecting it through bills. Some older or non-domestic bills still show it.

No. The Rs 35 PTV fee was removed from July 2025.

Domestic consumers not on the FBR Active Taxpayers List pay 7.5% when the monthly bill is Rs 25,000 or more. Becoming a filer with the meter in your name removes it.

Usually not. Time-of-use connections (5 kW and above), which most solar homes have, cannot be protected consumers.

From Rs 22.44 (1–100 units) to Rs 47.20 (over 700 units) per unit under NEPRA’s February 2026 tariff, plus a fixed charge per kW. New rates for 2027 are being set after hearings in October 2026.

What does MONTH COUNT 3/3 mean?
This bill is the third and final month of the settlement cycle. Units carried from earlier months are added and priced, then the carry-forward resets.

REMAINING-PREVIOUS is net units carried into this bill from earlier in the cycle; REMAINING-PRESENT is what carries out to next month. A minus sign is a surplus.

A net surplus is credited to the next cycle or paid quarterly at the buyback rate. In practice most households see it as a CR balance used against later bills.

Each month’s bill is taken out of the credit. In winter, with fewer exports, the credit is drawn down faster. That is the credit being used, not lost.

Did net metering end in Pakistan?
For new applicants, from 9 February 2026, when NEPRA’s Prosumer Regulations replaced it with net billing. Existing agreements keep the old terms until they expire.

Net metering nets units (import minus export) and buys a surplus at Rs 25.32. Net billing charges every imported unit at the full tariff and pays Rs 8.13 for every exported unit, settled monthly in rupees.

Net metering if your agreement was signed before 9 February 2026 or your application was submitted by 8 February 2026; net billing otherwise.

Renewal is under the 2026 regulations: net billing with 5-year agreements, renewable by mutual consent.

Yes. Expanding capacity after 9 February 2026 moves the connection to net billing.

Up to your sanctioned load (previously 1.5 times), on a three-phase connection, and only if solar on your transformer is below 80% of its rating.

Not for systems up to 25 kW since April 2026; the DISCO approves them. Larger systems pay a one-time Rs 1,000 per kW.

My export units are not adjusted. What do I do?
Check the export registers and that present minus previous equals units, compare with your inverter’s export, then complain via 118, SMS 8118 or ccms@pitc.com.pk with meter photos. Escalate to NEPRA if unresolved.

Complain to your DISCO first, then file on NEPRA’s online consumer complaint register with your reference number, bill, evidence and DISCO complaint number.

No. Meters must be read monthly; NEPRA’s 2023 inquiry treated longer billing periods as a violation.

Your DISCO, with your demand-notice receipt. Cases with demand notices paid before 9 February 2026 must be activated on the old terms. Escalate to NEPRA if stuck.

A charge for units the DISCO believes were used but not recorded. You can contest it with the DISCO and then NEPRA; ask for the detection proforma and its basis.

How do I download a duplicate electricity bill?
Open bill.pitc.com.pk and choose your company (for example /lescobill), enter your 14-digit reference number with U or R, or your customer ID, then print and save as PDF.

Near the top of the bill: 14 digits, often shown as NN NNNNN NNNNNNN followed by U (urban) or R (rural).

No. K-Electric is not on the PITC system and uses its own account numbers and website.

Is solar still worth it in Pakistan in 2026?
Usually, if you use most of the electricity yourself. A self-used unit saves Rs 41–55 after tax, an exported unit earns about Rs 8 under net billing.

A battery turns an Rs 8 export into an avoided Rs 55 peak unit, about Rs 47 per kWh cycled. Compare that with the battery’s lifetime cost per kWh.

Net-metering web bills from LESCO, IESCO, FESCO, GEPCO, MEPCO, PESCO and HESCO, which share the PITC layout and QR codes. K-Electric is not supported yet.
